The advantage

Why trusts use the framework

All framework partners go through rigorous due diligence: enhanced DBS checks where required, verified accreditations, health and safety compliance, and proven experience delivering in live educational settings.

  • 01

    DfE funding and public money

Contractors who understand how condition funding is awarded, spent and audited, and what evidence a trust has to keep.

  • 02

    Safeguarding aware

Enhanced DBS checks where they are required, and teams who know how to work in a building full of children.

  • 03

Guaranteed to be one of three

Framework members are put forward as one of three quotations, so trusts still get competitive pricing.

  • 04

    Local connections

A geographically connected supply chain, which keeps response times short and travel costs out of the price.

  • 05

    Payment charter

Clear payment terms, so good contractors stay willing to work on school projects.

  • 06

    Annual reviews

Every framework member is reviewed each year on performance, compliance and accreditation.

End to end

One accountable chain, not three phone numbers

  1. 01

    Consultants

Estates strategy, quantity surveying, project management, CDM.

  2. 02

    Principal contractor

Hauxley Group carrying the construction phase duties.

  3. 03

    Trades and subcontractors

Vetted specialists drawn from the approved framework.

The process

From assessment to annual review

The same eight steps, whether it is a single roof replacement or a whole estate strategy for a multi-academy trust.

  1. 01

    DfE baseline assessment

A full assessment of estate management maturity against the School Estate Management Standards, levels 1 to 4.

  2. 02

    Building survey and condition data

Condition surveys and a review of the data the trust already holds, so decisions rest on facts rather than memory.

  3. 03

    Medium term fixed plan

SCA and DFC funding mapped into a prioritised plan that deals with the highest risks first.

  4. 04

    Procurement

Compliant procurement through the approved framework or another suitable route, with quotations compared like for like.

  5. 05

    Preconstruction

Scope, design coordination, programme and cost certainty agreed before anyone is on site.

  6. 06

    Project delivery

Delivered around the school day and the school year, with Principal Contractor and CDM duties covered.

  7. 07

    Aftercare

Handover, defects and the health and safety file dealt with properly, not left hanging.

  8. 08

    Review and update

The estate plan is revisited annually so it stays current as buildings and funding change.
